The restrictions don’t apply to Moody Gardens, because it uses 1 million of the 1.3 million gallons per day the city discards, Reyes Cortez, water treatment maintenance supervisor for Moody Gardens, said.

“We are actually recovering water, water that the city uses that is just (treated) wastewater,” Cortez said. “They’re dumping very little water.”

The water treatment plant at Moody Gardens sits atop a reservoir where water is stored for use.

The plant came online a few months before Hurricane Ike made its Sept. 13, 2008, landfall. The storm caused widespread flooding and damaged much of the Upper Texas Coast, but its surge spared the plant, Cortez said.

After a brief shutdown, the plant begin operating in December 2008. Although Moody Gardens has the ability to use the city’s drinking water to irrigate, it saves money by treating the city’s effluent to nonpotable standards for its grounds and golf course. About a year and a half later, Moody Gardens did an economic study of the plant to compare the savings of using its reverse osmosis project as opposed to using city water, Cortez said.
