Portland's police chief on Friday fired Sgt. Scott Westerman for unprofessional and inappropriate conduct stemming from two road-rage encounters, for being evasive and untruthful about the events and failing to display proper license plates on his car.

Chief Mike Reese met with Westerman at 8:15 a.m. at the Justice Center to hand him his termination letter.

"All in all, your recollection and statements are not believable and call into question your integrity as a Portland police sergeant," said the termination letter, signed by Reese and Mayor Sam Adams, and obtained by The Oregonian.

Westerman referred questions to union president Daryl Turner, who said only that the union is reviewing the matter.

By noon, Westerman wrote on his Facebook page, "I am quite humbled by the outpouring of support already shown! Thank you! Just remember, this is a process. There is more to come and don't believe everything you read!"

Westerman, 44, has been on paid leave for six months. His firing ends a nearly 20-year career with the Portland Police Bureau. He stepped down as president of the Portland Police Association in late April 2010 after an internal affairs investigation began into a woman's complaint that Westerman got out of his car and berated her and her husband on two occasions two days apart in January 2010.

Last year, Westerman called it a "very bad coincidence" that he approached the same motorists while off-duty in his personal car. He said he was embarrassed by his actions, blamed personal matters for his inappropriate behavior and issued an apology.  As to the license plate matter, he called it an honest mistake, and records show he accused the investigator of bias and a faulty inquiry.

Virginia Thompson, who filed the complaint, noted Westerman's license-plate number, OR 080ECV, and reported both incidents.
