Public Improvement No. 9693NOTICE IS HEREBY GIVEN that sealed proposals will be received at the City Administrator’s Office at the Fergus Falls City Hall, 112 West Washington Avenue, P.O. Box 868, Fergus Falls, Minnesota, 56538-0868, until 2:00 p.m. on the 13th day of September, 2011, and will be publicly opened at said time and place by two or more designated officers or agents of the City of Fergus Falls in the Council Chambers. Said proposal to be for the furnishing of all labor and materials for the construction complete in place of the following:
Public Improvement No. 9693 An 8,000 square foot building with insulated precast concrete walls and steel roof structure. The building will contain approximately 575 square feet of finished office, breakroom and restroom areas. Also included is a maintenance/washdown bay, of approximately 670 square feet, separated from the rest of the spaces by a floor to ceiling masonry wall. The storage area and maintenance area will have dedicated air handling systems consisting of propane fired make-up air units and exhaust fans. The office/breakroom/restroom areas will be supplied by a hybrid propane furnace/air to air heat pump system. Mechanical equipment will be located on a mezzanine above the office area. Electrical service will be, 240/120 volt, three phase, fed underground from the utility supplied transformer. Interior lighting will be fluorescent fixtures utilizing high efficiency lamps and electronic ballasts. Exterior lighting will be HID lighting utilizing photocell controls.
Proposals arriving after the designated time will be returned unopened.
The bids must be submitted on the proposal form provided in accordance with contract documents, plans, and specifications as prepared by the Consulting Engineers, Sebesta Blomberg & Associates, Inc., 2381 Rosegate, Roseville, Minnesota, 55113, which are on file with the City Administrator of Fergus Falls and may be seen at the office of the Consulting Engineers, after August 25, 2011.

The purpose of light ballast is to control the amount of power that is getting to the bulb. It is a very small piece of equipment, but it has a great deal of power. HID ballasts are used when you have fluorescent lights or any other type of a bulb that has any kind of neon gas inside. MD ballasts do the same thing, but they do it for gas-filled bulbs. When the bulb involves gas, there is no way to control that amount of power that gets to the bulb. Without ballast, the light would burn very brightly, but it would only burn for a very short amount of time before it burnt out. When you have the type that operates like an electro-magnet, it means the light lights up on each half-cycle of the power. This is the kind of fluorescent light that flickers anytime one part of the bulb begins to burn out.
The electronic styles of lighting use a different way to control the voltage. This cuts down on the annoyance of the flickering as well as the other problems associated with that issue. This is usually one of the less expensive options because it allows the unit to run at temperatures that are much cooler. This means it uses a lot less power so it is less expensive.
A fluorescent bulb is also something that seems to confuse a lot of people. This is basically a light bulb that is filled with gas. The gas is actually a mercury vapor that only has the ability to product light that is ultra violet. The lamp part of the light is coated with a special substance that glows when it is hit with an ultra violet light. This means that the result of the UV light and the coating is a very bright and clear light that is given off. These types of fittings are much larger than traditional lights, but they also last a little longer. Over the long run, they will also save you money.
